The closest fraction is 3/17

Though I doubt there is a drill in that size.

5/32 = 0.15625
4.5mm = 0.1772
3/16 = 0.1875

Convert 1.5 mm to inches.

Google metric drill bits. Plenty of places sell them. Buy the right size. Generally no inch-sized drill will give you the metric size you are looking for. A 1.5 mm drill lies between 3/64 and 1/16, or between #53 and #54 drill wire gauges. If you want a 1.5 mm hole, buy a 1.5 mm drill bit.
