How do you find the cwt of an item if you know the total cost, the total feet,
and the cost per foot?

The symbol cwt stands for hundredweight, and is a unit of weight. 1 cwt is equal to 1/20th of a ton.

None of the data you provided has anything to do with weight, so cant calculate from that.
