This is correct AS LONG AS your phosphate buffer does not change the activity level of your drug. IU's are based on the biological activity of a given compound, and it is different for every drug, or variation thereof. Sorry hope this makes sense, i'm not a biologist or medical person, and don't know the words to describe this correctly.
