What is the solution and its density? If it is water, blood, etc, anything close to 1 kg/L, then multiply by 10 dL/L to get µg/L. If density is near 1, then 1 L has a mass of about 1 kg, so it will also be (approximately) µg/kg. As this units are 10^9 apart, it is ppb.

1 µg/dL = 10 µg/L, approximately 10µg/kg or 10 ppb.
