how to convert 1 kg caustic soda to 1 litre at room temperature( 30 degree centigrade )

It depends on how strong a solution. A very dilute solution is essentially the same as water, 1 kg/L. A very strong (40% w/w) solution is 1.43 kg/L.

You have to know the density which depends on the type of oil. All of these can vary but typical figures:
#2 diesel, 0.84 kg/L
Lubricating oil, 0.88 kg/L
Vegetable oil, 0.92 kg/L

by dividing the mass of 1kg per the density of caustic soda at 30 degree centigrade then multiply by 1000 litre/m3

There is no general conversion between mass and volume; it depends on the density of the substance and is substance specific.
