If the toxic range is greater than 400mg/dL, how can 0.2mg/dL be drunk? - I thought "toxic" was about 4 times "drunk"?

Legal limit is 0.08% BAC or 80 mg/dL. 0.02 mg/dL is pretty negligible.

blood alcohol of 297 mg/dL is 0.297%, almost 4X legal limit of 0.08%.
