Horsepower to Torque is not a direct conversion. You would also need to know the RPM. As the conversion would differ for each RPM.

You have to know the torque and the rotational speed.

In English units, you need torque in foot-pounds, and rotational speed in radians per second. Multiply the two to get power in foot pounds-force per second; 1 HP = 550 ft-lbf/s

In metric units, the product of torque in newton-meters, and rotational speed in radians per second is power in watts. 1 HP = 746 W (rounded)

Note: If you have rotational speed in RPM, multiply by 2*pi and divide by 60 to get radians per second.

I agree both torque and rpm are needed.

Your constant of 5252 is wrong. It results from 1 HP = 33000 ft·lbf/min, and converting revolutions to radians (2*pi). Dividng yields about 5252, but only works for torque in ft·lbf.

For metric, multiply RPM by 2*pi/60 to get radians per second, that times newton·meters of torque gives watts; divide by 745.7 W/hp to get horsepower. That net result of all that is replace 5252 by 7120.9 (or 7121). Of course in metric, the proper thing to do is stop with watts or kilowatts. Horsepower is for farmers.
