Not very well worded, was it? - No wonder you were confused!

It means "How long does it take to heat 180L of water to 70°C using a 2.4kW element?"

You need to know the amount of energy it takes to heat 1mL of water 1°C, AND you need to know what temperature the water was at to start with.

180L is 180,000mL.
