If I have 11,000,000 linear yards on a 12.5 inch wide roll at $112.50 per MLY (1,000 linear yards) and my customer says I have to be at 18 cents per square inch to beat the competition's price, what is the price in linear yards per 1,000 that equals 18 cents per square inch?

Lets go the other way first
1000 linear yds costs $112.50

1000 yd x 36 in/yd x 12.5" width = 450000 in²
$112.50/450000 in² = $0.00025/in²

Now that we know 450000 in² = 1000 linear yards
$0.18/in² * 450000 in² = $81000 per 100 linear yards.

Obviously you should price match.
More obviously, something is wrong here. Could he have meant 18 cents per square foot, not per square inch?
If he meant per square foot, that would be $562.50 per 1000 linear yards, and your thousand linear yards would be 3125 ft²
